Why is World of Warcraft taking a dollar from my account?

Im paying for two different Warcraft accounts and out of nowhere a couple days ago they charge me a random Dollar. Why? They never had other fees before.

3. Those are test charges and should be considered in the 'pending' category. They normally disappear very quickly. No funds actually get paid out on them.

As previously mentioned, that's very very common in internet transactions.

It is an issue to consider however in the case of say a pre-paid card if you have 'just enough' to cover whatever the charge may be.

4. Some states charge a tax on network bandwidth that MMOs consume and to compensate for that fee, some MMOs will charge a small amount to your account. In some cases, the MMO provider will cover the costs.

(It's essentially the only way the government can tax a MMO provider because the product is an online service, not a tangible good)

If it happens again, that's the most probable cause. I'd try to get in contact with the support team and see if they can verify why you got charged the extra dollar amount. Just send out an email and that should do it for yuh :)
